The Texas Department of Transportation has made it very, very clear: It is going to rebuild at the cost of $100 million the decaying 1.7-mile stretch of concrete linking Interstate 30 with Woodall Rodgers known as Interstate 345. That was reiterated Wednesday afternoon during a meeting of the Dallas City Council, which voted to spend a six-figure donation on a design for a downtown park that would pass beneath I-345. Council member Vonciel Jones Hill told her colleagues that according to TxDOT, I-345 is staying.
