Senate Sets Up Debate on Rainy Day Fund Spending

Senate Finance Committee Chairman Tommy Williams, R-The Woodlands, on Thursday morning laid out an ambitious plan to spend $6 billion from the state’s Rainy Day Fund while also setting the stage for a serious debate in the remaining weeks of the session on whether to tap the fund for public education.
