With the special session’s other two issues on their way to passage this week — abortion and juvenile justice — the question Thursday was which transportation funding approach would prevail, and when. Some legislators speculated that the Senate could try to force the issue by adjourning for good after passing the abortion regulation bill Friday or Saturday, in effect forcing the House to accept the Senate transportation legislation.
