Lines are being drawn about water. They are being drawn between the individuals with property rights to water beneath them, and the community that also draws water from the aquifer, between the businesses that need the water to drill for oil and gas and the communities in the arid regions that are running in short supply, and between the rural farmers and communities that help the Texas economy, and the sprawling eastern cities of the state.
