Bill would tap Rainy Day Fund to repair local roads beat up by oil and gas traffic

DeWitt County Judge Daryl Fowler held up a picture of rugged roadsto show a panel of lawmakers Monday.  The explosion of oil and gas activity in his South Texas county has torn up routes not built for the heavy traffic of rigs and equipment.
